St. Martin Parish Council to take up bids for solid waste collection again

The St. Martin Parish Council will take another stab at finalizing a new contract for solid waste collection in the parish at its regular meeting Tuesday night.

The parish government opened five bids for the contract last month, but upon review found that several were either incomplete or too expensive. The council voted to reopen the bidding process in hopes of getting complete and appropriate bids.

The three lowest bids, from Waste Management, Arrow Disposal Service (ADSI) and Pelican Waste and Debris, all failed to include a required portion of the services included in the request for proposals. The two highest bids, from Republic Waste Management and Waste Pro USA, had minor issues in the proposals but also were cited as being too expensive.

The council will also begin the process of issuing up to $10.25 million in revenue bonds against the monies promised under the Gulf of Mexico Energy Security Act. Those bonds would be paid off using funds from the federal government under the GOMESA program.

The council also is scheduled to go into executive session to discuss appealing a decision allowing tour guide operator Bryan Champagne to continue running his business at Lake Martin. A 16th District Court judge ruled last month that Champagne could operate his business based on permits the parish had previously issued, even as the parish government acknowledged the permits were issued in error and claimed that Champagne’s business had grown beyond the original scope of the permits, to include building permanent structures along the shore of the environmentally sensitive area.

The St. Martin Parish Council will meet at 6 p.m. in the Carroll J. Fuselier Meeting Room of the Parish Government Annex building, 301 W. Port St. in St. Martinville.
