Letter to the Editor: Why do we need a change to a law?

I fail to understand why Amendment No. 1 is even on the ballot. The Louisiana Constitution clearly defines the “right to vote” for Louisiana voters, citing one exception. This proposed Amendment No. 1, as stated in the mail-out I received, would amend Article 1, Section 10 of the Louisiana Constitution.
What is there to amend since it is already Louisiana law that “every citizen of the state, upon reaching eighteen years of age, shall have the right to register and vote…” This statement in itself is self-explanatory since it disqualifies non-US citizens.
Why do we need an amendment for what is already Louisiana law?
