Jeanerette mayor out on bond

BATON ROUGE — Jeanerette Mayor Aprill Foulcard, along with Iberia Parish Councilman Berwick Francis and several other employees associated with JABA Enterprises in Jeanerette, turned themselves into the East Baton Rouge Jail Monday night. 

The JABA owners and employees were booked Monday morning following an indictment from the 19th Judicial District Court over charges of racketeering, money laundering, Medicaid fraud and filing false public records. According to the East Baton Rouge Sheriff’s Office, each person charged had a bond amount of $17,000. 

Others arrested included Jacqueline Francis, Antigone Anthony and Adriane Williams. Williams only had a bond of $5,000. 

The indictment comes after an investigation from the Louisiana Department of Health into JABA earlier this year that ultimately led to the company being pulled from participation into the Medicaid program. 

According to an audit performed in February, auditors cited several problems with JABA. Those included more than $1 million in submitted Medicaid claims that were done without prior authorization and approval of the program. Other problems included inadequate service logs, JABA not being in good standing with state agencies and employees who logged in personal care hours that they did not provide. 

The indictment also comes after seven people were arrested last year who were connected to JABA on charges of Medicaid Fraud. 

An indictment is only a charge, and Foulcard and those charged cannot be found guilty of anything until a trial takes place. Foulcard and Francis will presumably continue to serve in their roles as public servants.
