BATON ROUGE — Jeanerette Mayor Aprill Foulcard, along with her brother, Iberia Parish Councilman Berwick Francis, and several other family members and employees were indicted by a grand jury Thursday in the 19th Judicial District Court in Baton Rouge. 

The indictments were against the four owners of the company Jaba Enterprises, which includes Foulcard and Francis. Two other owners and two non-owners also were indicted.

The multiple charges relate to Medicaid fraud, racketeering, money laundering, conspiracy to commit forgery and maintaining false public records for the Jeanerette-based company. 

The indictment comes after an audit from the Louisiana Legislative Audit that cited multiple violations in February of which JABA has been in violation for several years. Some of the violations include a failure to conduct mandatory supervisory visits, inadequate documentation to support billing, incomplete service logs and a failure to complete mandatory sanction checks. 

JABA was excluded from participating in the Louisiana Medical Assistance Program shortly after that audit. Once it began, the exclusion period was scheduled to last five years. During that time frame, the company cannot engage in any services that involve direct or indirect billing to Medicaid. 

The business also cannot be employed by, contract with or have an ownership interest in any individual or entity that provides services that would be billed to Medicaid. 

It also comes after the appointment of a fiscal administrator to the town of Jeanerette in March. The state took over Jeanerette finances in March after David Greer was appointed by the 16th Judicial District Judge Vincent Borne. 

JABA Enterprises was indicted on one count of racketeering, two counts of conspiracy to commit racketeering, three counts of Medicaid fraud, four counts of conspiracy to commit Medicaid fraud, five counts of filing false public records, six counts of money laundering and seven counts of conspiracy to commit forgery.

Foulcard, Francis, Antigone Anthony and Jacqueline Francis each were charged individuals with the same counts as well. 

Adriane Williams and Wanner Colbert were each charged with two counts of Medicaid fraud.

“As in any criminal matter, our office will not comment on the proceedings of a case other than to say we stand ready to fulfil our prosecutorial obligations in these matters,” Attorney General Jeff Landry said in a statement. 

Attempts to reach Foulcard were unsuccessful Thursday evening.
